Animal
experiments behind a veil of secrecy
In Japan, there are no rules for animal experiments at all. Anybody
canperform an experiment anywhere, at any time. Publicly accessible
data on who is doing what, and on how many and what species of animals
are being used, is non existent.
Since a public free information law was established in 2002, we
have gained access to only the national and local public facilities
that conduct animal experimentation. However, this is just the first
step.
Law "concerning the protection and control of animals"
only states that experiments should be performed in a "suitable
manner so as to inflict as little distress on the animals as possible".
There are no pentalties in case of contravention.
Our group has been fighting for many years to get this law changed.
The Liberal Democrats, main coalition partner in the current Japanese
government, have finally, after 26 years, worked out an amendment.
However, they do not intend to introduce any new provisions regulating
the activities of researchers and establishments performing animal
experiments, claiming that no spot-checks and no notification system
are needed.
Many experimenters are putting pressure on parliamentarians and
perform their tests behind a veil of great secrecy. Their laboratories
are sanctuaries, where animal experiments are hidden from public
scrutiny.
